The "general welfare" clause is bullshit as it can be interpreted to mean anything.
Our federal government's powers are specifically enumerated in the Constitution. I have no problem with states coming up with their own policies, but our federal government has no Constitutional mandate to "bailout" these two mortgage firms.

The gen'l welfare clause was a do no harm clause just as much as it meant that any of govt's spending must benefit ALL citizens TOTALLY EQUALLY, like a battleship satisfies.
The alternative is specific spending, like a "Bridges to Nowhere". Corrupt and illegal, and yet the progressive era corruptors of our constitution, a compact (contract), has been misconstrued to allow the finance of re-election spending, and not just mere battleships, but ever more wars & welfare - corp too.
