Democratic process gives governments the appearance of support -- which often makes the degree and extent of the violence even worse. The U.S. Government, when its record is viewed objectively, is a good example.

The US record (especially post WW2) is a mixed bag. There has been a whole lot of the subverting of democracy in Chile, Iran, Central America, etc for example. However, most of western Europe owes it's democracy in large part to support of the US.

Even with single states it is mixed. Post WW2 the US went out of it's way to establish a strong democracy in Japan: humanizing the emperor, reforming the education system, establishing universal suffrage and women's rights. Then it preceded to make sure Japan wouldn't go "red" by send the CIA and boatloads of cash to back conservative LDP politicians in the parliament. The recored is mixed.

By the way: Chomsky is not in favour of building up a Kurdish nation. He is for more rights for the kurdish minority and for their autonom political organization in their areas. He is an anarchist, as a consequence he don't like the idea of goverments, not important if they are Turkish or Kurdish ones.
