This statement assigns no blame whatsoever to anyone. It's just a generalizing statement that these borrower probably aren't going to pay it back.
In the run up, Cavuto clearly lays part of the blame on Congress. And he lays that blame on them because they set the policy of promoting loans to minorities and risky folks through Freddie and Fannie.
