The persian Empire was a series of dynasties in that region of the world, from approx 700BC to the early part of the last century. During the Safavid Persian Empire (1500-1700), Iraq was incorporated into Persia and the Persian Empire, which it had not been a part of since the 7th Century.
Iraq has a rich and complex history, but it is very distinct from Iran. Search Ancient Mesopotamia for more info! :)

Iraq is a country that was created by the British. The land obviously has it's own rich history but the country itself was literally created by the British. The Bedouin (or Arab nomads) in the region were supplied to combat the Turks during World War 1 and Iraq then became a separate entity.
